Which operating system and version do you have?
Hi Derek. I'm on a terribly outdated OS X version 10.6.8 MacPro system here.
Try resetting your InDesign preferences:
Close and relaunch InDesign, and IMMEDIATELY hold down Ctrl + Alt + Shift (Windows) or Cmd + Ctrl + Opt + Shift (Mac), and respond in the affirmative to the dialog asking if you really want to replace the preferences. You must be extremely fast on the keyboard (if you don’t see the confirmation prompt, you were too slow).
You may need to do this a couple of times before getting the hang of it!

Go to the prefrences and see what's in the Pasteboard preferences.
Change the minimal vertical offset perhaps.
If that would not help post a screenshot of your document in a 5% view.
On my MacBook Pro I could jump from spread to spread with a keyboard shortcut:
fn + alt + arrow key-down (arrow key-up)
If the pasteboards of your spreads do not contain any objects and the distances between the spreads are wider than the minimum vertical offset you could try to get rid of this by exporting to "InDesign Interchange Format" and open the exported inx file with InDesgn.
Inspect the open document if something else did not change. INX (and IDML for CS4 and above) are not perfect.
