is there a way to put a self hosted webm into muse and make it behave like a gif? (non clickable, looping)

No there isn't. Your video requires a player controls in order to play. Also, mobile devices do not support auto play for video at due to a feature to prevent large amounts of data transfer/bandwidth being used.
