Show all files in folder when saving?

In Mac when I go to save a file in a folder it shows me every file that is in that folder.  I have recently switched to PC and when I go to save my image, it only shows me the files in the folder to which I am saving that are the same format I have selected to save as.  How do I change the settings so it always shows me every file in the folder to which I am saving?
