Optimizing FLV performance on Windows Vista

I'm trying to figure out how to optimize performance of some large video files that will be played in a local html file on Windows Vista. If I leave all Vista settings as is, the video plays ok but is a little choppy during some of the panning sequences. If I go ahead and change the Vista settings for best performance, instead of dropping frames the panning sequences have some banding. I'd love to be able to improve the performance without the banding and I think there's something with memory management involved. Does anyone have any ideas or experience with this? At this point the lesser of two evils is the video playing a bit choppy during the panning, because with the best performance settings the banding makes you feel a bit like puking.

      many thanks!
