This is probably not possible, but i would dearly love to be able to add Menu items to the Toolbar.

i would dearly love to be able to add Menu items to the Toolbar.

The toolbar (defaults to running down the left side of your window) can be customized in the most recent versions of CC 2017—but it is limited to showing and hiding the tools included in the Essentials workspace. Check out Edit > Toolbar.

I'm guessing from you question that you want to add buttons to the Options bar at the top of the Photoshop window for commands like Save, Print, etc? Unfortunately that isn't a feature of Photoshop.

I encourage you to explore the keyboard shortcuts listed in the menus as a way to speed up your workflow. Ctrl S for Save, Ctrl P for Print, etc. You can customize the shortcuts (including adding shortcuts for commands that don't have any with Edit > Keyboard Shortcuts.
