positioning header/footer relative to page margins

question about where to position header/footer in a simple A4 portrait print document relative to the page margins. The page margins for the body text are 2,54 cm top, bottom, left and right. Is there a rule of thumb for WHERE on the page to place the header/footer so that:

      • it does not interfere with the body text (not too close by)
      • it still falls within the print ranges, so it will get printed properly.

Probably super simple for the pros amongst you so looking forward to reading some tips & tricks!
