You can change image mode to RGB instead of greyscale . That will enable you to use the tools to add new colours to your image.
You will not of course be able to bring back original colour if you scanned it in greyscale. That is lost.

You can use Photoshop's tools to change the colours in a colour image using (e.g using the Hue/Saturation adjustments)
You can also add new colour to a black and white or to a colour image (after ensuring in both cases you are in a color mode e.g. RGB). For this you could brush on colour or use an HSL adjustment with colorize checked (pure black and pure white need to be lightened/darkened before they can be colored)
What you cannot do is take a black and white original and automatically change it into it's original colours. You can only add colour to it (e.g. to hand colour it).
