application unable to start correctly (error code 0xc0150004)

HI, I downloaded Adobe Premier Pro CC 2017 on my desktop and attempted to use it. It gives an error message code 0xc0150004 saying the application was unable to start correctly. I uninstalled and reinstalled the software and get the same error. I also already attempted to get help via chat but was told to ask the experts as the chat team can only help with installation queries (which, having just installed, I thought this was!!!!). Leaving aside my obvious dissatisfaction so far, can anyone please help me override this error so I can use my product? Thank you in advance for your support.

Mac or Windows, and EXACTLY which version of the operating system?

Recent Mac AND Windows operating systems have been known to cause "odd" problems

Are you using a computer Administrator account with full read/write permission?

Thanks John, it is the Windows version. I use Windows 10 and the admin a/c with full permissions.
