There are two ways to get to refine edge.
First is within Select and Mask. Click on that Select and Mask button shown at the top of your screen shot. Once the Select and Mask workspace opens, the refine edge brush is the second one down on the left. This uses the new refine edge algorithm
The second way is to use the old refine edge algorithm. With a selection made go to menu Select and then hold down the Shift key and click on Select and Mask in the drop down menu. This opens the old refine edge dialogue.

The refine edge tool is not in the normal toolbar.
You first need to go into the Select and Mask workspace by clicking the button in the options bar (with a selection made).
Then you will see that refine edge tool as the second brush down
