I want to import a file into a exact time, basically where my timeline/timemark is. is there any shortcut?

you import the file to your project panel, then you can use Ctrl+/ to place the footage element in your active composition. you can then use open bracket shortcut [ to move the layer to the CTI - this is the default behavior. you can also un-check preferences->general->create layer at composition start time, and then you can use Ctrl+/ to place it directly at the CTI without the second shortcut.
