Protect links?

Hi, a table of contents and wanted to know if I can protect the links so that they are not modified, I do not want to protect the document since the rest of the pag if I want the users to be able to edit it

Can not edit the action that has the link

They can only do that if they have Acrobat.

And you can't protect just the links. You can protect the entire file from being edited, or none of it.
