Enterprise tool for deploying Flash Player settings

My company is attempting to use SMS and/or group policy to add a local file to the Adobe Flash Security Settings Manager. I'm having difficulty trying to automate this. Typically an end user can do this manually by going to:

Adobe Flash Player Settings Manager http://kb.adobe.com/selfservice/viewContent.do?externalId=4c093f20&sliceId=1

This online tool changes the following file:

      C:\Documents and Settings\<userID>\Application Data\Macromedia\Flash Player\macromedia.com\support\flashplayer\sys\settings.sol

The user selected file is added to the "settings.sol" file in a section called "trustedPaths". Since this is not a text file (it's some sort of binary file), it can't be edited easily.

Is there a tool that can be used to deploy Flash Player security settings like "Trusted File Locations" via an ADM template for use with group policy's GPO deployment mechanism or a command line tool that can be used via deployment via Microsoft's SMS server?
