User agreement keeps coming up

Have PS CS5 on pc since 2011. User agreement came up out of the blue when I went to open PS. Went ahead and agreed thinking PS would open but just kept getting the user agreement. Can't get PS to open. Tried running the setup exe again but didn't work to open program.

Try a uninstall and a reinstall. Then restart.

Also run the program as admin.
