I have a Cs3 with a volume license. It does not have Deactivate option under Help. I need to install it on a new laptop but it say Too Many Activations. I googled and got some similar questions but no answer. Adobe Chat Support told me that the product is not supported anymore.
Do you have the volume licence and control the installations for that licence. If not I believe you need to have Photoshop installed by the responsible party.
