Saving PDF to a different size than my InDesign file

I'd like to provide my printer with PDFs at 98% size of my InDesign file - is this possible?

Why? Any printer can scale the PDF you provide them to the page size

automatically...

You can use Acrobat DC Pro Preflight fixups to scale the page sizes after exporting PDF directly from InDesign.
