Does anyone know what effect was used to make this videos lighting?

So I was just browsing around Youtube, when I found this video where at 0:17 and 0:53, the creator used a cool light streak type effect, I have tried to figure out what he did to make it, but can't find out what he used to create this effect!

Does anyone know how I could create an effect much like the one in the video?

That looks like Trapcode Shine. They probably masked or rotoscoped out part of the footage (eg: the kids) and then used that as the source for the effect.
