Photoshop cc 2017 won't open

So I wanted to download and install Photoshop on my computer and when I downloaded it , it is said that I have to buy it so i can open it and I did

after I mad the purchase it won't open .

Please any one know what should I do ??

Please give more info about error message when opening Photoshop .

Verify that on Creative Cloud desktop you are sign in with correct Adobe ID .

and yes I signed in with the correct ID

And it is a laptop not computer sorry and it's Windows 8.1 pro 64 bit
