Scroll an image up/down, with constraints? Cp9

I'm about to start some new courses that consist of forms (think 8x11 sheets of paper) that I want to have the user click and drag up and down.  Need to constrain the left/right completely so it ONLY scrolls up/down, and also want to limit the up/down range.

I don't know if this is possible.  At this point I can go either swf or html5.

Any suggestions?  Thanks in advance.
