unable to open photoshop getting this message ..can not initiate photoshop as end of file was encountered

Sounds like a file is corrupted.

Since Photoshop does not start, I would recommend that you uninstall photoshop and run CC Cleaner to remove partial bits of files, restart your computer then finally reinstalling Photoshop.
