What does a red check to the left of an Action in the Actions Panel mean?

At least one action step has the check turned off/disabled (expand all actions/steps to see which check mark is off). If all action steps are enabled then the check mark is displayed as white.

Thank you.  I searched high and low but couldn't find any mention of that.
