Photoshop CC 2017 Offline Help Page misleading info

The Use Offline Help in Adobe Products web page [Use offline Help in Adobe products ] says the following:

"When you are connected to the Internet, and you select Help in your Adobe product, your web browser opens the product's Help page on the Adobe website."

When I select Help in Photoshop CC 2017 while connected to the internet I get this popup error window:

Does anyone over there check this stuff out before putting it onto their website?  Things like this are very annoying given what we pay for CC.

I tried Photoshop > Help > Photoshop Online Help and it does indeed open the Online Help Page linked below in my default browser, FireFox.

So check first to see what browser is your default.
