Can't "Export As" PNG with black background

Whenever I to export as a PNG with a black background it saves it with a white one. I can't seem to figure out what to do. I go file -> Export -> Export As-> PNG -> Background Black -> Save.

I am using a Macbook Pro Late 2016 with Illustrator CC 2017

This is a long-standing bug. The only way I've found around it is to actually draw a black rectangle behind all paths and then export.

This is indeed a long standing bug. I can even reproduce it in CS4 (and that's 9 years ago).
