This looks like an OS issue. Found a couple of links that could probably help you

1. Press + R and put regedit in Run dialog box to open Registry Editor (if you’re not familiar with Registry Editor, then click here). Click OK.
2. Navigate here:
3. In the right pane of this registry location, look for the sub-key to Explorer key named as DisallowRun with a value 1, just double click to change the value to 0.
