I don't know if anyone is having this same problem but lately, Photoshop has either been losing all my preferences every time I have the audacity to close it down and now it's developed a new issue. When I try reload it, it loads to the 'reading preferences' setup and then I usually get the error message 'Photoshop has stopped responding'. I am using PhotoshopCC 2017 on a PC.

What have you done for trouble-shooting so far?
Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point.
But that preferences do not get saved may indicate a Permissions issue.

Yesterday, I installed the latest updates in case there was an issue with the version I had and it is still not loading past 'reading preferences' and I restored all preferences on the one and only time it did actually open. I can't change anything in Photoshop now as it won't open and just freezes and asks whether I want to shut it down or wait for it to response. I waited 5 hours yesterday and it never responded.
