What browser are you using? Could you post a screenshot of the issue you are observing. Please provide Install.log, Adobe_ADM.log, Adobe_GDE.log files from your machine. To get their locations please go through Where do I find the Flash Player installation log on the Macintosh? Upload/share the log files once you have taken all the logs and to know how to upload the logs How to share a file using Adobe Document Cloud link would be helpful.
For now you can try using the offline installer which would be available under "Still having problems section" on Installation problems | Flash Player | Mac page.
