Please check out the steps mentioned in this article Troubleshoot Photoshop graphics processor (GPU) and graphics driver issues and add "Sniffer.exe" to your GPU 3D settings as an exception.

Sorry, I should have mentioned... this is a new Dell 7050 with the extra video card and 32Gb RAM. I am using (1) 28" 4k monitor with the card and (2) 24" monitors using the onboard video (Intel HD Graphics 630)
Its more related to the way you setup switchable graphics and set the better of the two cards as your primary video card.
I am looking at that same system for one of our users, who was having GPU issues when using inDesign.
Were you able to get the system working using the Switchable Graphics settings mentioned in Akash's post?
It's either the 7050, or spend an extra grand for a Precision workstation.
