Why do some photos look like they haven't been downloaded?

Some of my photos are rough looking...a little what I might expect if a preview hasn't been built properly. Is there a way to 'force' Lightroom CC to rebuild the preview (I know about the "Previews" option under the Library menu. But building 1:1 previews doesn't seem to help.

If all photos were the same I would be less confused. But, it is just a few photos that look like this...maybe I should use the word, "pixelated".

Thanks for your offer of help. I checked the Metadata for the pictures in question and it appears that the shots were very low res. I must have taken them that way without realizing it (they aren't new photos). Probably on an old video camera that would also take 'stills'.

I should have known that it was something this basic and simple.

Can you post screen shots of a normal image and then one that is "pixelated"?

Are your images located on an external hard drive? If yes, are you viewing the images while the EHD is disconnected to the computer? What kind of computer are you using and what version of the OS and Lightroom are you on?
