You should be able to bring the XML into Premiere or After Effects. What, exact, version of After Effects do you have?

I use After effects CC 2015. When I want import XML files I face to this error message:

“Unable to parse XML file.

Yes, you're right. I forgot that FCP doesn't run on Windows platform. I mentioned that because i saw BIM files between them and I think BIM format runs on Windows platform.
What, exact, version of AE is it? (Version number will start with 13.x)
You might consider trying it in CC 2017 (which you can install alongside your CC 2015 version without affecting it at all).

It's worth a try. Although, if I remember correctly, there was a bug fix update to your version that would be worth trying too.
(By the way, technically your version isn't CC 2015, it's CC 2015.3 which was actually a completely different version and could be installed alongside CC 2015 - yes, I know that's confusing.)
