Probably not.
CS3 is quite old, 32 bits, but you can always try.

Do I need to download Encore CS6 to create a DVD or Blu-Ray? I am a wedding videographer. Or is Encore CS6 somewhere in Premiere Pro CC. I just subscribed Premiere Pro CC last week.
