Crashes in Photoshop CC 2017 AND Lightroom CC 2015 on dialog open

Whenever I attempt to open a "file open" dialog, both applications crash.

Examples from Photoshop:

File > Open

File > Open as

File > Save

File > Save as

Edit > Adobe PDF-Settings > Load

Edit > Adobe PDF-Settings > Save as

Examples from Lightroom:

Edit > Watermark > Choose...

Edit > Settings > File.. (4th tab) > Choose...

I have installed the software in german, so I am not 100% sure whether the command translations are correct.

I just reinstalled the software on my Win10 machine (incl. the CC cleaner tool) but no changes on that behaviour.

if you successfully reset your preferences and that failed,

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 3 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

use the desktop app to install your cc programs/trials

So I performed all steps as described.

I only installed Lightroom for testing and the same error occurs.
