Multiple tear-off menus

Illustrator use to allow multiple tear-off menus. For example, I would place several selection tool menus on a large complex illustration for easy access wherever I happen to be in the image. Now (CC) the tear-off menu I'm currently using disappears when I try to "tear off" another one. Any insight into this vexing situation?
