no. you can control the fps for each movieclip using actionscript, but you can't control layers.

Not possible. Layers are an authoring-time convenience that are
translated into a visual depth system at runtime. You could say layers
don't exist in a SWF, which means that all your visuals ultimately belong to
the same timeline. That timeline is controlled by a single framerate.
ActionScript 3.0 does allow you to change that framerate at runtime, but
it's the same for all elements *in* that timeline.
