Yes, those parameters should be available in "DashBoardApplication" using the Application.application.parameters associative array(Object).
var oParameters:Object = Application.application.parameters;
var sId:String = oParameters.id; //will contain ptyID value
However, I think you are on the wrong track with your application architecture.
A normal Flex app does NOT use navigateToURL for navigation. What you are doing is building an HTML application using Flex. That negates many of the benefits of RIA application.
You should have a main application file, and your two dashboards should be *components* of that application, and you switch between them using ViewStack or other navigation component.

although my code is ok for getting the query string values, but for your scenario, i think dont go for multiple mxml files. i think what ntsii suggested is a nice approach and this is what most applications follow...
however, you might face it difficult to change your application at this time. but now onwards when you start new projects, follow what ntsii suggested.
thanks i tried with wat u have posted but still no use. I think the approach 'm following is wrong.I will go with wat ntsiii has suggested.
It should not be hard to change.
In the two mxml files, change Application to some container, like Canvas or VBox, and fic the tag attributes as needed.
You can then use those files as they are as component children of a ViewStack.
