    stop images from losing file size when scaled down?

      Ive read this tutorial;
      http://joedasilva.com/blog/?p=32
      and ive just found out that if you scale an image smaller, the file size is permanently decreased, and enlarging the image again will make it pixalated. If im working with images and I want a lot of freedom to play around with the scaling, do I need to convert them all to grafics?

      Is there a setting I can change so that the images are saved at the display resolution when I export them, but maintain there full file size when in the document? Is this how illustrator works?
      thanks
