Rotate every nth pixel row

Hi, this time I am looking for help with the following.

For the current image:

• Flip every nth row of pixels by 180%, until end of canvas is reached

Any ideas?

For y = 0 while y < document height

Select active layer row y copy to clibboard, Paste in new layer. Transform current layer layer rotate 180 about center, merge down.

y = y+9

Where should be the rotation point?

They wrote flip, 180 I would think that would mean rotate about the center of the row.  If you make a layer then the layer center.
