Performance Issues upon installing Photoshop CC 2017

Computer running on Windows 10 Pro, 8GB RAM, Core i7-7700 is not able to perform properly when Photoshop CC 2017 is installed.  Photoshop loads very slow and crashes when opening a file.

I downgraded the install to CS6 using the Creative Cloud application.  But I would like to reinstall CC 2017 if there is a fix available.
