I personally wouldn't work that way.
I would just end the article before that page, then place the image in the background, not anchored.
Setting the Smart text reflow to "End of Story" + Delete empty page, everything would reflow nicely if you add/delete text in the article before...
Alternatively, if anchoring is important, group the image and the text frame and anchor the group to the main text.
I'm not quite sure I understand how to end the article before that page. I have the Smart text reflow set to "End of Story" + delete empty pages but I'm not sure how to end article before that.
I tried to group the image and the text frame but it didn't flow. Maybe I didn't properly anchor the group (image and text) to the main text. Could you explain how I would do that?
In the first screen shot, I have a frame (with the sign in it) sized to fit the image area of the page along with the text frame. They are grouped (you can see the dotted lines).
To anchor, I hold Shift and drag the blue square (seen in the screen shot above) to the top of what was the text on the left hand page. The frames moves over, fills the page, and the text that was there moves on to the next page.
