I'm not sure if I understand the problem.
In what way can you not access the image?
You'll always see the magnifying cursor, unless you're using one of the local adjustment tools.
The normal "CURSOR" in Lightroom when on the unzoomed photo is a magnifying glass but it should change to a cursor when on the panels and menus.
That's the problem.
The magnifying glass does not switch when I want to use the pipette, for example.
Please show use a Screen shot of the cursor over either the right, left, top or bottom areas (panels, film strip, module selection/title bar).
What is the operating system of your computer and what exact version of LR are you using.
Unfortunately that does not work.
For example, To select the pipette, Lightroom will show me the cursor arrow. Absolutely normal. All right.
So I can select the pipette.
Only when I go over the picture, (with the activatet pipette) the cursor is not to the pipette (cross), but again to the magnifying glass.
So I can not select the color. Enlarge only. Also, if I want to select other menu items that are applied in the picture.
When I perform a reboot, everything is fine for a short time.
But after a few minutes, the magnifying glass blocks everything.
I have occasionally had problems with a cursor "sticking" like this. Pressing the Space key has usually cleared that.
But updating your graphics driver will probably do no harm, and may resolve this and similar glitches.
I have just reinstalled the new iOS operating system just two days ago.
Normally, all drivers are automatically updated as well, but I can control it as soon as I get back to the computer.
Before questions arise: The problem with Lightroom occurred before the iOS Insallation on !!! ;-)
If you are using Lighroom 6/CC, try to disable the GPU under Edit > Preferences > Performance - uncheck Use graphics processor.
(on a Mac, Preferences might be under the Lightroom menu, not sure)
Please send a full screen shot of your mouse over either the left or right panel in the Develop module.
The first screenshot shows the cursor on the Menu.
On the second you see the magnifying glass is still active. That sucks
After a restart, the correct cursor cross appears.
But only for some time ...

The first and second shots are what I always get. In the second shot, the magnifying glass indicates that you can zoom in on the image. Once you click on the image it will zoom in and then the cursor switches to the hand indicating that you can click and drag the image around. For me, that is the way it has always worked in Lightroom. In the third shot, it seems that you have the targeted adjustment tool activated. Perhaps with the tone curve, but I don't read the language. That's why there is a "Done" or "Finish" button below the image. But from what I can see everything looks normal.
This is absolutely true! But exactly THAT is the problem.
The problem is in picture two.
Also the tool is activated !!! Please see the menu bar.
But Lightroom gives me the magnifying glass. And does not switch to the tool.
There is no tool to work with in the image. No Chance.
Only after a restart, I can activate the cursor cross again.
Yes- I see the TAT activated, but not visible on the image window.
I think the problem is an acknowledged bug in Lightroom.
