The Lounge Forum is not for technical help, please provide the name of the program you are using so your message may be moved to the correct program forum... A program would be Photoshop or Illustrator or InDesign or ???
I am working in Illustrator, opening up a 20 x 20 svg file, copy the vector into the svg file then exporting as a svg. ArcMap can upload, but it has been hard getting the clarity of a vector.

Also: why do you first export an SVG which will then be converted to PNG by another department?

Maybe you can export from illustrator as an AutoCAD file .DWG ?
and in Arcmap
File > Add Data > Add Data
