Can't digitally sign an ADOBE FORM

I HAVE TRIED TO OPEN AND SIGN THIS US ARMY FORM USING BOTH INTERNET EXPLORER AND GOOGLE CHROME BUT NONE SEEM TO WORK!

I CONTINUE TO RECEIVE AN ERROR MESSAGE SAYING "THE SMART CARD CANNOT PERFORM THE REQUESTED OPERATION OR THE OPERATION REQUIRES A DIFFERENT SMART CARD"

ANY HELP WOULD BE GREATLY APPRECIATED!!

As per the description mentioned above, you are getting error message when trying to sign a from, is that correct?

Try filling the form by opening in Acrobat Reader and see if that works.

I downloaded the form from this official site

Opened it in Acrobat and was still unable to sign it ...am I able to send screenshots of the error message in this forum?
