Smart Collection based on Time of Day

It would be useful to be able to create a smart collection based on Time of Day with a range.  My current use for this is selecting sunrises or separately sunsets.  Time of Day is an important attribute separately from the date.  There are good capabilities to create a Smart Collection based on date, but not Time of Day.  I looked through add-ons, but didn't see any filter or such capability.  Maybe it would be possible by the SDK?  Thanks for your help.
