Right now i am facing annoying problem with After Effects, Whenever i make project with 30 fps my time ruler shows time in (f) instead of (s). It dose not matter if i make comp of 30 seconds or of 5 minutes it remains the same, if i have to see time in seconds i have to make comp in 60 fps then only time shows in (s), tried so many things but no results how can i fix this?. !

This isn't a bug in any respect.
The unit indicator changes based on your current zoom level. So, seeing "f" for frames, "s" for seconds "m" for minutes depends on two things: The horizontal space allocated to your Time Span and the current zoom level.
The usual way to toggle time units between frames and seconds is to hold command (on a mac) and click the current time, displayed in blue at the top left corner of your timeline window.
BTW, I love the phrase "Time Ruler". I'm gonna use it if that's OK.
