Are there line, boxes, drawing tools in Adobe DC?    I know they are in Adobe pro DC.

Adobe is a software company or a building material.

Assuming that you're talking about Acrobat Pro DC and Acrobat Reader DC answer is yes.

To be more concise, there are commenting tools in Adobe Reader and Adobe Acrobat for drawing lines, boxes, etc. The resultant objects are PDF annotations and are absolutely not part of the base PDF file's content streams. Some non-Adobe PDF viewers cannot properly display and/or print such annotations.

Conceivably, if you have Adobe Acrobat Pro, you can use a Preflight fixup to flatten the annotations into the PDF content.

The PDF edit tools themselves in Adobe Acrobat do not provide any drawing tools!
