Interactive pdf with active TOC

Iwant to create interactive pdf with active TOC (table of contents) if I made print pdf then the buttons are inactive butTOC is active and if I made Interactive PDF the buttons are active but TOC is inactive...

If you made a print PDF, I'd bet that you forgot to check Include Hyperlinks at the bottom of the General panel. The default is for that to be OFF.

Here's a screenshot of the "Export" panel that Steve suggested. Please make sure you check the option to include hyperlinks.
