Hi. My university offered a year-long access code to Adobe Creative Cloud and its apps, and I took up the opportunity. However, despite it showing when I go to check my account, when I actually went to install Photoshop off of CC it prompted me to "buy now", and when I attempted to start the trial (????) I repeatedly received a ULA pop-up that would continuously appear despite me clicking accept each time it did.
I just don't know what's going on??
Does your Cloud subscription properly show on your account page?

If you have more than one email, are you sure you are using the correct Adobe ID?
Log out of your Cloud account... Restart your computer... Log in to your paid Cloud account
