Color from sSource to Target

Have created a blank (white) target image of desired size. Created a source image from clipboard/screenshot, containing the color that I want to add to the target.

Would one of you please give me workflow steps whereby I can copy the color from source into the target, probably as a new layer on the target(?).

Is the source image all one color? If so, you can use the color picker, to select the color in that image, rather than copying it, then switch to your target image and press alt/opt/backspace to fill a layer with that color.
