no error, just "notes" don't appear on adobe cloud
Sorry for the delay. I usually use a Macbook Pro and saw no problems reading my Notes from a sample psd uploaded to my Creative Cloud storage account.
This afternoon I got to my Windows 10 PC running CC 2017.1.1 and was able to read the sample notes in my psd.
When I open the file from my CC storage, I saw the two notes I set up and was able to read them.
So are you not seeing the Notes icons, or are you just not able to open them?
Since you can place the notes off the image, try zooming out to see if they are anywhere on the surrounding area (pasteboard) of your image.
If you have a locally stored copy with the notes, try uploading the file again.
