Adobe's ExportPDF service is an online conversion service, there is nothing to install on your local computer. Just upload your PDF file to https://cloud.acrobat.com/exportpdf and initiate the conversion, then download the resulting Word or Excel file.

Is this a free service now and a new platform to convert pdf to window files? This is a totally different technique of converting. I could have 5 tabs as an example open with adobe reader and select the pdf file to convert or all of them.

No, not free, it's subscription based. There is an interface to ExportPDF built into the free Reader, and that's still there, so all you would have to do is install the free Reader (http://get.adobe.com/reader), and then log in with your Adobe ID.
