If the project was set up with Live Text settings, it may be possible to edit the text from Premiere.
But the most likely scenario is that you will need to open it in After Effects to edit it.
Right now Ive got an after effects file imported in première to edit the text there.
Will this still work without after effects?
No, you need to have after effects installed for Live Text Templates to work in Premiere.
Thanks, I've found that the new way to do use live text is just throw the AE Composition in Premiere. It allow me to edit the text, haven't touched any options about Live Text. Just wondering if it will be editable without After Effects now.
Okay, it isn't really a Live Text Template like before I suppose but I imagined it wouldn't work without After Effects.

not supposed to work according to the help files. you can always check for yourself by uninstalling after effects.

it is. any text layer that is in your Ae composition is essentially a live text template if imported to Premiere as an aep or aecap. I think the difference was between importing an aep file or aecap (capsule) is that with aecap - Ae can be on a trial mode, and not licensed. aecap is not available anymore anyway since 14.2 (CC2017 latest version) introduced Motion Graphics templates.

Yes. As long as AE is installed on the other person's computer (even if it's just installed as a trial) Motion Graphics Templates will work in Premiere.
