I have that enabled, clicking on it doesnt do anything

You pasted the expression in the wrong place.
Unfortunately I'm not the kinda guy who simply tells you where to paste it.
I'm the kinda guy provides you a link to a tutorial on how to use expressions.
Maybe someone less compassionate than me will simply give you the fish.....not me.

Finally figured it out. Pretty sure my computer was being dumb or something cause I coulda sworn I tried this before. For anyone else who needs to know: Make your text file, click on the "text" drop down, alt-click the stopwatch (enable keyframe) icon next to "source text", in the timeline (where you normally see keyframes) copy and paste this text

clockStart = 300;
if (n < 10) return "0" + n else return "" + n
clockTime = Math.max(clockStart + rate*(time - inPoint),0);
t = Math.floor(clockTime);
min = Math.floor((t%3600)/60);
sec = Math.floor(t%60);
min + ":" + padZero(sec)
